It's called semi-clip and there are mods out there for it you will need to search with amxmodx or metamod for the appropriate plugins.

I think its anti-blocker or something like that. But not sure about any cvars

It's semi-clip, there is loads of them, some plugins makes ur team players like ghosts, other ones makes them look like a ghost only when u come near them.. Some of them use some command (+use for e.x.)
